Florida Learner's Permit & Written Test

You will not be permitted to receive your Florida Learners License or your Operator's License until you pass the Florida Written Test. This can be one of the most stressful times for a new driver. If you are a minor in the state of Florida, you may receive a Learner License. 

To obtain your Learner License, you must be at least 15 years old and provide:

    • Proof you have completed a Traffic Law and Substance Abuse Education course,
    • A Parental Consent Form signed by a parent or guardian in the presence of a driver license examiner or notarized (Step-parents may NOT sign for you, unless they have legally adopted you),
    • Proof to establish your identity,
    • Proof of your social security number, and
    • Proof of residential address.

Minors applying for their Learner License are required to take:

  • A vision test
  • A hearing test

With your Learner License, you will only be able to drive during daylight hours, during the first three months, and until 10 p.m.  thereafter. In addition, you must ALWAYS have a licensed driver who is at least 21 years of age in the front passenger seat.

Minors who are at least 16 years old AND have held a Learner License for at least one year, without any traffic convictions, may apply for an Intermediate License.

To obtain your Intermediate License, you must provide:

  • Your Florida Learner License or a learner license from another state and
  • Parent or guardian certification that you have driven for at least 50 hours, with at least 10 hours of this time being night driving.

Minors applying for their Intermediate License are required:

  • To take a road skills driving test
  • To provide a driving test vehicle with current registration and insurance.

Adults who are applying for their Florida Operator's License for the first time are required to provide much of the documentation as minors applying for their Learner License.

To obtain your Operator's License, you must provide:

  • Proof of identity,
  • Proof of Social Security number,
  • Proof of residential address, and
  • Proof of completion of a Traffic Law & Substance Abuse Education Course.

Adults applying for their Operator's License are required:

  • To pass a hearing test, and
